1.         CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the National Anthem.

2.         APPROVAL OF AGENDA

NOW THEREFORE BE IT RESOLVED that the February 17, 2017 Revised Agenda be approved.

3.         MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on February 17, 2017, be approved.

            Committee of the Whole Meeting

Councillor Williams requested that the matter of abandoned docks be added to the April Public Works Committee agenda for a discussion on the issue and an approach to communicating Council’s concerns to the ratepayers.

            Closed Committee Meeting Minutes – February 16, 2017

NOW THEREFORE BE IT RESOLVED that the Closed Committee Meeting Minutes held on February 16, 2017, be approved.

4.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

Stephen Kaegi reported that he received an invoice from CP Rail for the work to the North Shore Rd. crossing in the amount of $156,039.25. Staff will set up a meeting with CP representatives to begin discussions.

Councillor Williams inquired about the Love Your Lake Letters. Cale Henderson clarified that the letters are not coming from the Municipality but from the Love Your Lake Program, and are only going to participants in the program.

Councillor Frost inquired about the Mackenzie Island OMB Settlement. Cale Henderson reported that the required paperwork has been signed and will be sent to OMB to complete the settlement.

Stephen Kaegi reported that the GBLT is of the understanding that the Province provides compensation to a municipality for the down-grading of a property, but explained that this is not the case.

Councillor Andrews inquired about the nursing station and when the old buildings will be removed. Stephen Kaegi reported that staff are preparing the RFP to go out as soon as possible.

5.         REPORT OF TASK FORCES/COMMITTEES

            Planning – GEORGIAN BAY LAND TRUST – Zoning By-law Amendment

NOW THEREFORE BE IT RESOLVED that Council receives the Zoning By-law Amendment application and directs staff to circulate it for a future public meeting;

AND FURTHER BE IT RESOLVED that Council authorizes a donation to the Georgian Bay Land Trust, in the amount of $1000.00, in response to correspondence submitted with the application.

7.         OTHER BUSINESS

            District of Parry Sound Municipal Association. Spring Meeting – April 28th, 2017

NOW THEREFORE BE IT RESOLVED that the following Council members are approved to attend the Spring Meeting of the District of Parry Sound Municipal Association being held in the Village of Sundridge on April 28th, 2017; Reeve Ketchum, Councillor Walker, Councillor Lundy and Councillor Zanussi.

            Bobby Orr Hall Of Fame, Recognizing The Contribution Of Our Youth

Council had a brief discussion.

            WPS SMART Community Inc. - Connect to Innovate Funding Support

WHEREAS the West Parry Sound SMART Community Network has been working on the SMART Initiative for approximately four years;

AND WHEREAS the SMART Initiative’s key objective is to define and develop a Broadband Strategy to deliver affordable ultra-high speed connectivity throughout the West Parry Sound Area and to provide leadership for the adoption of SMART applications, processes, and initiatives that leverage the Broadband to create economic and social value for West Parry Sound.

AND WHEREAS the presence of reliable and resilient high-speed internet connectivity is a priority to the Corporation of the Township of The Archipelago;

NOW THEREFORE BE IT RESOLVED that the Corporation of the Township of The Archipelago does hereby support the West Parry Sound SMART Community Network Inc., in their application to the Government of Canada Connect to Innovate Program requesting funding for the planned fibre optic backbone that would provide the much needed high speed, reliable and resilient internet connectivity to the West Parry Sound area including several communities within the Township of The Archipelago.

             WPS SMART Community Inc. - Invite to AGM

NOW THEREFORE BE IT RESOLVED that the Corporation of the Township of The Archipelago does hereby appoint, for the Term of Council, Manager of Corporate Services - Joe Villeneuve - ("the Appointee") to the West Parry Sound SMART Community Network Corporation as a municipal Member for The Corporation of the Township of The Archipelago.

AND FURTHER BE IT RESOLVED that the Manager of Development and Environmental Services - Cale Henderson - be an alternate representative when required.

AND FURTHER BE IT RESOLVED that all expenses incurred by the Appointee in the duties as a municipal representative on the West Parry Sound SMART Community Network Corporation shall be reimbursed as per Township of The Archipelago policies. In the event that the West Parry Sound SMART Community Network Corporation provides an honourarium to the Appointee, that honourarium shall be paid or directed to the Township of The Archipelago.

            2017 FONOM/MMA Northeastern Municipal Conference – May 10th-12th, 2017

NOW THEREFORE BE IT RESOLVED that Councillor French is approved to attend the FONOM/MMA Northeastern Municipal Conference in North Bay at Nipissing University on May 10th-12th, 2017.

             The Eastern Georgian Bay Stewardship Council

NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago approve a donation in the amount of $1000.00 to the Eastern Georgian Bay Stewardship Council.

                                                                        Carried.

Councillor Liverance requested that staff send a letter to the hospital, thanking them for the exceptional care he received when he fell ill last month.

Reeve Ketchum reported that he received an email from a ratepayer requesting that the Township provide maintenance to their seasonal road. Staff was directed to draft a response setting out an appropriate explanation, which can then be used as a template for all future requests.

Councillor Liverance suggested that Bill Lougheed be invited to a future meeting to provide an explanation on how municipalities can recover lost tax revenue.

Councillor French provided a recommendation that Council begin recording meetings to be posted on YouTube. Staff was directed to conduct some research on the matter and report back at a future meeting.

8.         CONFIRMING BY-LAW

That By-law Number 2017-09, being a By-law to Confirm the Proceedings of the Regular Meeting of Council held on March 10th, 2017 be read and finally passed in Open Council this 10th day of March, 2017.
