1.         CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the National Anthem.

2.         APPROVAL OF AGENDA

4.         DEPUTATIONS

            Richard Kaster. Moose Lake Trading Post & Lodge
            Purchase of Concession Road Allowance

Mr. and Mrs. Kaster highlighted their frustrations and concerns regarding the proposed placement, by Henvey Inlet Wind, of the 230,000 volt transmission line adjacent to their business and residence.

The Kasters are requesting that Council approve their application to purchase a portion of the municipal road allowance, which runs between and beside their properties, without an easement to Henvey Inlet Wind.

Council directed staff to invite a representative from Henvey Inlet Wind and an expert to speak to the possible health concerns related to the high voltage transmission lines, to the June Council meeting to provide information and speak to the Kasters concerns.

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of portions of the original shore road allowance fronting 109, 110, 112 and 113 Blackstone Lake Water as shown on the draft plan prepared by Tulloch Geomatics dated March 10, 2017 and subject to deeming by-laws being registered against all properties shown on the draft plan (109, 110, 111, 112 and 113 Blackstone Lake Water), thereby allowing the shore road allowance portions to merge on title with their respective lot.

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of the original shore road allowance fronting 108 Blackstone Lake Water based on a straight-line extension of the lot line to the north and a 90º projection to the water of the lot line to the south as shown on Survey Plan 42R-18803 and subject to a deeming by-law being registered against the applicant’s property, thereby allowing the shore road allowance portion to merge on title with the lot.

6.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

Councillor Williams inquired about the 911 Service meeting with Council. Staff reported that the meeting is being arranged for June.

Councillor Liverance requested that Bill Lougheed from Georgian Bay Land Trust be added to a future agenda to speak to Council about the ability to recover lost tax revenue, and also that the item be added to the CAO reports.

7.         REPORT OF TASK FORCES/COMMITTEES

            Official Plan Amendment Delegated Authority to Municipalities

WHEREAS the Township of The Archipelago has previously made requests to the Province for exemption from Ministerial approval for Official Plan Amendments;

AND WHEREAS the Town of Parry Sound has requested delegation of authority for Official Plan Amendment approvals, and to facilitate this request, has also requested to be withdrawn from the Parry Sound Area Planning Board;

AND WHEREAS the Town of Parry Sound and the Township of The Archipelago have had preliminary discussions regarding the possibility of coordinating efforts and exploring options with the Ministry and the local planning authority framework;

AND WHEREAS The Township of The Archipelago supports the request of the Town of Parry Sound;

NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago directs staff to attend the upcoming meeting and explore the opportunities with respect to the delegation of authority to approve its own Official Plan Amendments, as well as the alternatives for the delivery of the Local Planning Boards in the West Parry Sound Area.

            Minister of Senior Affairs. Seniors’ Month June 1-30, 2017

WHEREAS Seniors’ Month is an annual province-wide celebration;

WHEREAS seniors have contributed and continue to contribute immensely to the life and vibrancy of this community;

WHEREAS seniors continue to serve as leaders, mentors, volunteers and important and active members of this community;

WHEREAS their contributions past and present warrant appreciation and recognition and their stories deserve to be told;

WHEREAS the health and well-being of seniors is in the interest of all and further adds to the health and well-being of the community;

WHEREAS the knowledge and experience seniors pass on to us continues to benefit all;

THEREFORE, I, Reeve Peter Ketchum, do hereby proclaim June 1-30, 2017 Seniors’ Month in the Township of The Archipelago and encourage all citizens to recognize and celebrate the accomplishments of our seniors.

After a brief discussion, Council decided that no delegation requests were required.

            Office of the Fire Marshal and Emergency Management. Review of Fire
            Protection Services and Emergency Management in the Municipality of The Archipelago

NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago receives the OFMEM Review of Fire Protection Services and Emergency Management in the Municipality of The Archipelago report dated April 4, 2017 and staffs implementation and course of action plan to the legislative recommendations.

            Integrity Commissioner. Draft Policy

Council discussed the requirement of the appointment of an Integrity Commissioner. Staff was directed to research possible candidates and report back at the June Council meeting.

Council recessed for a meeting of the Committee of Adjustment at 11:01 a.m. and resumed business at 11:41 a.m.

11.       QUESTION TIME

Councillor Zanussi requested clarification of the Kansun Zoning By-law Amendment Application and the Edwards Island Application. Cale Henderson explained the difference between the applications, being that the Kansun Application involved four proposed sleeping cabins and the Edward Island Application dealt with three non-complying main dwellings.
