1.         CALL TO ORDER

The meeting was called to order at 9:30 a.m. and commenced with the singing of the National Anthem.

A moment of silence was observed for former Councillor Ruby Reid.

2.         APPROVAL OF AGENDA

3.         MINUTES OF THE PREVIOUS MEETING

            Regular Meeting Of Council

Councillor Lundy requested that the minutes reflect that the Kaster Road Allowance Application, which was deferred to the June Council meeting, now be deferred to the July meeting.

4.         DEPUTATIONS

            RE:     911 Services

At the request of Council, each agency reported on their responsibilities, capabilities, process and procedures when a 911 call is received from within the Township.

Council discussed the importance of communicating the information to our ratepayers, so that they are more cognizant of the realities of living in a rural community and can be better prepared should an emergency occur.

Staff was directed to prepare a communication for the next Township Newsletter.

Council recessed at 10:33 a.m. for a 10 minute break.

5.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

Councillor Lundy requested that investigation into how the Province provides compensation to the municipality for the down-grading of a property be added as an item on the CAO Report.

8.         OTHER BUSINESS

            Pointe Au Baril Arts and Culture Club, Arts on the Bay Dinner Theatre Performances.  AGCO Special Occasion Permit

WHEREAS the Pointe au Baril Arts and Culture Club has scheduled three ‘Arts on the Bay’ dinner theatre performances on July 12th, July 26th, and August 9th, 2017, at the Pointe au Baril Community Centre under a Special Occasion Permit through the Alcohol and Gaming Commission of Ontario;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago designates each of the three Arts on the Bay dinner theatre performances that are scheduled to be held on July 12th, July 26th, and August 9th, 2017, to be declared a Municipally Significant Event in accordance with the Alcohol and Gaming Commission of Ontario requirements for a Special Occasion Permit.

            Healey Lake Annual Regatta.  AGCO Special Occasion Permit

WHEREAS the Healey Lake Property Owners Association Inc. have planned their Annual Healey Lake Regatta for August 5, 2017 at the Lakeshore Marina and Chalets under a Special Occasion Permit through the Alcohol and Gaming Commission of Ontario;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago designates the Healey Lake Regatta, scheduled for August 5, 2017, to be declared a Municipally Significant Event in accordance with the Alcohol and Gaming Commission of Ontario requirements for a Special Occasion Permit.

            East Ferris Township.  One-Third Tax Free Expense

NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago supports the letter from Cheryl Gallant, Member of Parliament for Renfrew, Nipissing, Pembroke and the resolution from East Ferris which are against the removal of the tax-exempt portion of remuneration paid to local officials as stipulated in the 2017 Federal Budget;

AND FURTHER BE IT RESOLVED that copies of this resolution be forwarded to Premier of Ontario, Kathleen Wynne, Local MP Tony Clement, Local MPP Norm Miller, the West Parry Sound Area municipalities and to the Federal Minister of Finance, Bill Morneau and the Federal Minister of National Revenue, Diane Lebouthillier.

            Tax Write-offs

            Connect to Innovate Program

WHEREAS Council passed Resolution 17-048 on April 21, 2017, related to the application under the Connect to Innovate grant program and support for West Parry Sound SMART Community Network Inc. application;

NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago hereby agree to provide a loan, in the amount of $30,000, to the West Parry Sound SMART Community Network Inc. (WPS SMART) to initiate the Product-Service Description and Preliminary Market Assessment in relation to the project applied for under the Connect to Innovate grant program.

9.         BY-LAWS

            Set And Levy The Rates Of Taxation For 2017

That By-law Number 2017-33, being a By-law to Set and Levy the Rates of Taxation for Municipal Purposes for the Year 2017, be read and finally passed in Open Council this 23rd day of June, 2017.

          To Designate the Treasurer as a Complaints Representative and MTE Paralegal Professional Corporation as a Legal Representative

That By-law Number 2017-4, being a By-law to authorize the Treasurer or his/her designate, to file complaints to the Assessment Review Board relating to requests for reconsideration of assessment, and to authorize MTE Paralegal Professional Corporation to settle assessment appeals and requests for reconsideration of assessment, where appropriate, be read and finally passed in Open Council this 23rd day of June, 2017.

                                                                        Carried.

10.       DEPUTATIONS

            Jim Beatty and Chris Holmes.  Moon River Marina

Jim Beatty reviewed the application that was submitted to the Ministry of Natural Resources by Chris Holmes, for the purchase on Crown Land.

Chris Holmes, owner of Moon River Marina, explained his motivation for the purchase and requested support from the Township.

WHEREAS the Township is in receipt of correspondence from Moon River Marina Limited requesting municipal comments with respect to the purchase of Crown land and its addition to the existing marina property;

AND WHEREAS the owners have stated the portion of Crown land is situated back from Georgian Bay, east of the marina property between Wood Bay Lane and Sunset Point Road, located in Concession 4, Part Lot 40, in the geographic township of Conger;

AND WHEREAS Council recognizes the vital and essential role marinas provide in the provision of access and other services to the area’s residents and visitors and for their important contribution to the local economy, as outlined in the findings of the Water Access Task Force and the adoption of Official Plan Amendment No. 52 - Water Access. 

AND WHEREAS as outlined in the findings report of the Township of The Archipelago Woods Bay Neighbourhood Study, the proposed marina expansion will also address local issues with respect to insufficient area by the waterfront to provide for the movement of equipment and materials and generally improve overall access to Georgian Bay.

NOW THEREFORE BE IT RESOLVED the applicant be advised that Council resolves it has no objection and agrees in principle to the proposed sale of Crown land, being approximately 9.7 hectares (24 acres) in size, in order to initiate the process with the Ministry of Natural Resources, as Council recognizes that municipal comments are required as part of the Ministry of Natural Resources application;

AND FURTHER BE IT RESOLVED the applicant be informed that if the proposed sale of Crown land is approved by the Ministry of Natural Resources, the lands must undergo a Zoning By-law amendment, as well as be subject to the stipulations of Sections 6.11 and 12.28 of the Township’s Official Plan, which requires the submission of a planning review, including the following:

-  that the primary function of the commercial marina is to cater to the water-access needs of the residents of The Archipelago; and

-  through assurances, that the commercial marina would be the primary commercial use and not be converted to other commercial uses; and

-  that there is a need for the new or expanded facility;

-  that there are no adverse impacts on the subject and adjacent lands and waters; and

-  that appropriate development standards are met through an amendment to the site plan agreement, between the property owner and Council, which was registered on title.

Council may require that the above issues be addressed through an appropriate study such as, but not limited to, an environmental study, a planning study and/or a marketing study.

11.       OTHER BUSINESS

            Wasauksing Swing Bridge - Update

Stephen Kaegi provided an update on his meeting with Transport Canada, Indigenous and Northern Affairs Canada and DFO, who explained the new Wasauksing Swing Bridge Operating Schedule, which will take effect July 5th, 2017.

Council recessed for lunch at 12:04 p.m. and resumed business at 12:35 p.m.

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 12:36 p.m., pursuant to Section 239(2)(c)(e)(f) of the Municipal Act, 2001,S.O. 2001, c.25, as amended, to deal with a proposed or pending acquisition or disposition of land by the municipality or local board members, with litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board, and for advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

13.       QUESTION TIME

Councillor Ashley inquired about how Passion for Georgian Bay is being distributed to those ratepayers who have lost or forgotten their coupons.  Councillor French reported that books can be picked up at the Township office without the coupon, but names and property location is being recorded.
