1.         CALL TO ORDER

Councillor Ashley called the meeting to order at 9:30 a.m.

2.         FINANCE AND ADMINISTRATION

            MPAC 2016 Assessment Update

Anne Haines and Rebecca Webb delivered a presentation on the 2016 Assessment Update, which included: Ontario’s Assessment Cycle, Data Collection & Preparation, the new Assessment Notices, Changes to Filing a Review, Resolving Assessment Concerns and the redesigned Municipal Connect. Ms. Haines reported that the Residential Assessment Notices had just been mailed out.

            Draft Consolidated Financial Statements 2015

Michael Jones reviewed with the Committee the 2015 Draft Consolidated Financial Statement for the Township, Georgian Cliffs Memorial Park and the Planning Board.

The Committee recessed at 10:22 a.m. for a 10 minute break.

3.         PLANNING

            Crane Lake Discovery Camp

Ron Weber, Director of Crane Lake Discovery Camp, presented his proposal to the Committee. Mr. Weber described what development had been completed to date and explained the need for the proposed structures.

4.         FINANCE AND ADMINISTRATION

            Website Update/Discussion

Joe Villeneuve provided an update on the Twitter feed, which is located on the front page of the Township’s website. Mr. Villeneuve explained that staff had received some complaints that the Twitter feed blocked important information on the website, specifically the fire rating. Mr. Villeneuve further explained that it was due to the settings on the users’ personal computer, but that a close out option has been added to the Twitter feed.

The Committee had a brief discussion on fire bans and how the Provincial Parks regulate their own fire rating.

            REDAC Update. Invitation to meeting of Councils – July 21st, 2016

Joe Villeneuve reported that the joint meeting of the 5 Council’s has been scheduled for July 21st at the BOCC at 6:30p.m, where the Regional Marketing Plan and the Tourism Summit Report will be presented. Mr. Villeneuve explained that the meeting is simply an information session, as the plans will be formally discussed at a future Council meeting.

            National Seniors Day Luncheon

Councillor Lundy reported that the Seniors Committee have set a date of September 30th, 2016 for the National Seniors Day Luncheon to take place at the PAB Community Centre.

            Nuisance Bears. Who is responsible?

The Committee briefly discussed the issue of nuisance bears. The Committee was reminded that the Ministry has addressed this matter by reinstating the spring bear hunt and through education programs.

The Committee recessed for lunch at 12:10 p.m. and resumed business at 1:00 p.m.

5.         PLANNING

            OP Review – Draft Amendment

Cale Henderson presented the final draft plan. Mr. Henderson advised the Committee that the Open House has been scheduled for August 11th from 4-6 p.m. and that the Statutory Public Meeting will take place on the August 19th at 10 a.m. Notices will be mailed township wide on July 15th. Mr. Henderson reported that due to a change regarding lot frontage and new lot creation in the PAB Islands neighbourhood, a special notice will be sent to the affected property owners.

            OPA No. 64 – Creen / Cherepa

Cale Henderson reviewed the application for the proposed Official Plan Amendment, which would allow for the subject property to be eligible to be divided into two separate and conveyable lots.

Staff was directed to bring the by-law forward to the July Council meeting.

            Florence Island – OMB Hearing

Cale Henderson informed the Committee that a 5 day OMB Hearing has been set for March 20, 2017. The hearing will take place in Council Chambers.

            Bump Rock Road Work Permit

Cale Henderson reviewed the work permit application that was submitted to the Ministry of Natural Resources and Forestry (MNRF) and provided recommendations.

Staff was directed to bring the resolution forward to the July Council meeting.

6.         PUBLIC WORKS

            South Shore Rd. – Safety Concerns

Councillor Lundy reported that he and Councillor Andrews have concerned with speed and proper signage on South Shore Rd. Councillor Lundy asked that staff investigate the signage on the South Shore Rd and bring forward recommendations to the August meeting.

            Signage on water access properties

Councillor French spoke to the Committee about the number of very large signs that are appearing around the water front and asked that staff explore adding a section to Sign By-law to regulate the size of signs permitted on the water. Mike Kearns reported that Staff are working on a new sign by-law and will include Councillor French’s request into the new by-law.

            Roads - General Update

Mike Kearns reported that the second culvert on Healey Lake Road has been replaced and just requires paving.

            Pointe au Baril Nursing/Ambulance Station

Mike Kearns reported that construction will commence on July 18th and that the constructor estimates the project will be completed by the end of November.

            Facilities - General Update

Mike Kearns reported that he had approached the Electrical Safety Authority about obtaining a quote for costs on inspecting all Township facilities.

            CP Rail - North Shore Road Crossing

Stephen Kaegi reported that CP has set tentative dates of September 7th and 8th for the closure. Mr. Kaegi reported that once a final date has been set, he will notify Council and send out a letter to all the affected property owners.

            Phragmites

Mike Kearns reported that he will be starting to spray phragmites on Municipal property next week.

            Waste - General Update

Mike Kearns updated the Committee on AMO’s request to the Waste Diversion Board to release $500,000 of the $1.2 “MIPC holdback” for the collective municipal Blue Box transition work. These funds will be used to facilitate the education of Municipalities through the transition period.

Staff was directed to bring a resolution forward to the July Council meeting.

The Committee recessed at 2:32 p.m. for a 5 minute break.

7.         HUMAN RESOURCES

            Councillor Relationships and Interactions

Councillor Pepperell spoke to the Committee about the low score that Council received on the Metrics@Works survey, under Relationships and Interactions, and reminded all Members of Council that they can and should do better.
