1. CALL TO ORDER
Councillor Ashley called the meeting to order at 9:00 a.m.
2. FINANCE AND ADMINISTRATION
Habitat for Humanity. PaB Build Update
Cale Henderson provided the Committee with a review of the subject property, outlining processes, challenges, estimates applications fees and additional costs. Mr. Henderson explained that it would not be feasible for Habitat to make their goal for a
2017 build, but highlighted that there are a number of other “ready to build” lots available in Pointe au Baril.
Staff was directed to assist Habitat for Humanity representatives with identifying these potential lots.
The Committee recessed at 10:08 a.m. for a 5 minute break.
The Committee discussed the overall increase to tax rates for both the North and South Archipelago.
Bill 181 - Amendments to the Municipal Elections Act
Maryann Weaver provided a review of the changes to the Municipal Elections Act.
Bill 68 – Proposed Changes to Municipal Act
Stephen Kaegi provided a review of the proposed changes to the Municipal Act.
Food Handler Training Course. PaB Community Centre
Councillor Lundy informed the Committee about the Food Handling Training Course that is being held at the Pointe au Baril Community Centre. Councillor Lundy asked if Council would finance the cost of the printing for the training manuals. The Committee was in agreement.
Canada Day 2017
Councillor Lundy provided a brief update on the Canada Day 150 Committee activities.
Staff was directed to confirm the attendance of Norm Miller and Tony Clement.
Review of Draft Procedural By-law
The Committee reviewed the draft by-law, identifying some minor amendments. The By-law will come forward for approval at a future meeting.
The Committee recessed for lunch at 12:10 p.m. and resumed business at 1:05 p.m.
The Committee discussed the West Parry Sound Refugee Program and agreed to encourage donations through a communication to the ratepayers.
Joe Villeneuve provided information on what the Parry Sound Chamber of Commerce does for businesses and tourism in comparison with Parry Sound Tourism and REDAC.
The Committee agreed to a $1,500. donation to the Parry Sound Chamber.
BUNSTON, Wendy, Zoning By-Law Amendment No. Z07-16
Cale Henderson provided a review of the revised application. John Jackson, Planner for the application advised the Committee that they will amend the application to a Minor Variance application.
DENNING, Stephen, OPA No. 66 and ZBLA No. Z01-17
Cale Henderson summarized the application.
Staff was directed to bring forward a resolution to receive the application to the January Council meeting.
PaBIA Email Re: Official Plan 5-Year Review
The Committee discussed the letter received on behalf of the Point au Baril Islanders’ Association. Cale Henderson informed the Committee that future development in the Pointe au Baril Islands Neighbourhood can be controlled through the comprehensive zoning by-law, which will be up for review once the Official Plan is adopted and approved.
Crane Lake Resort Condominium Email
The Committee discussed the correspondence received from the applicants solicitor. Mr. Henderson explained that the Ministry have missed their deadline, but assured the Committee that the Township is in compliance with the Planning Act requirements.
The Committee recessed at 2:32 p.m. for a 5 minute break.
5. PUBLIC WORKS
Mike Kearns provided an explanation of the amendment to the previously submitted capital budget.
PAB Nursing Station/Ambulance Base - Update
Stephen Kaegi provided an update on the status of the nursing station, reporting a substantial completion date of mid-February.
The Committee discussed community swing sets, specifically in the Skerryvore Community. Councillor Williams reported that he will approach the community and ask for a reasonable proposal to bring back to Council for consideration.
Proposed Strategy for a Waste-Free Ontario: Building the Circular Economy
Mike Kearns provided an update on the two new acts, Resource Recovery and Circular Economy Act, 2016 and the Waste Diversion Transition Act, 2016. Mr. Kearns reported that the final draft of the Strategy for a Waste-Free Ontario: Building the Circular Economy was released for comments.
Staff was directed to submit comments and to provide the Reeve with a copy.
Friends of Belvedere – Crane Lake Transfer Station
Mike Kearns provided an update on the request explaining that staff at Crane Lake Transfer Station will work with the Friends of Belvedere as part of their fundraising efforts.
Mike Kearns reported that the large item days will follow the same schedule as last year.
Community Safety Zone, Hwy 69, PaB
Councillor Lundy informed the Committee that he has received letters from Pointe au Baril community groups supporting the community safety zone application and that he is waiting on letters from the OPP, MP and MPP. Once the letters are received they will be filed with the application.
6. HUMAN RESOURCES
NOW THEREFORE BE IT RESOLVED that the Human Resources Committee move into a CLOSED MEETING at 4:11 p.m., pursuant to Section 239(2)(b) of the
Municipal Act, 2001,S.O. 2001, c.25, as amended, to deal with personal matters about an identifiable individual, including municipal or local board employees.

NOW THEREFORE BE IT RESOLVED that the Human Resources Committee move out of a CLOSED MEETING at 4:23 p.m.
