1.         CALL TO ORDER

Councillor Ashley called the meeting to order at 9:00 a.m. and requested that the following items be added to the Finance and Administration Committee Agenda: Invitation to the Northern Ontario Heritage Fund Corporation (NOHFC) Reception and the Park Assessment Appeal Minutes of Settlement.  The Committee was in agreement.

2.         FINANCE AND ADMINISTRATION

            Dr. Chirico, Medical Officer of Health/Executive Officer North Bay ParrySound Health Unit.

Dr. Chirico delivered a presentation outlining the possible health effects related to power lines.  Dr. Chirico concluded that the overall research has not shown to date that long-term low-level low frequency electromagnetic field exposure has detrimental effects on health.

            PAB Canada Day 150 Committee – Final Report

Councillor Lundy provided a final update on the PAB Canada Day 150 Celebration, reporting that all proceeds from the day will stay in the community. Councillor Lundy, on behalf of the PAB Canada Day 150 Committee, expressed thanks to all Township Staff for their contributions to the success of the event and to Council for their generous support.

            Shawanaga First Nation.  Canada Day 150 Celebrations

The Committee had a brief discussion on the correspondence received from Chief Pamajewon.

            National Seniors Day 2017 – October 1st

Councillor Lundy updated the Committee on Senior’s Luncheon scheduled for Monday, October 2nd at the PAB Community Centre and requested permission to utilize staff time to assist with the event.  The Committee was in agreement.

            Northern Ontario Heritage Fund Corporation (NOHFC) Reception

The Committee briefly discussed the invitation Council received from the Northern Ontario Heritage Fund Corporation (NOHFC) Reception, which is being held at the Stockey Centre, August 16th.

            Park Assessment Appeal – Minutes of Settlement

Stephen Kaegi provided an update on the park assessment appeal, reporting that there was an agreement.

Staff was directed to sign the Minutes of Settlement.

            Integrity Commissioner - Update

Stephen Kaegi reported on the findings of the reference checks for the two candidates, recommending Harold Elston be retained as the Integrity Commissioner for the Township of The Archipelago.

The Committee agreed and staff was directed to bring forward a resolution to the July Council Meeting.

          Legal Update

No issues were raised.

The Committee recessed at 10:40 a.m. for a 10 minute break.

3.         PLANNING AND BUILDING

            Closed Meeting

NOW THEREFORE BE IT RESOLVED that the Planning and Building Committee move into a CLOSED MEETING at 10:54 a.m., pursuant to Section 239(2)(e) of the Municipal Act, 2001,S.O. 2001, c.25, as amended, to deal with litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board.

                    i)          Ontario Municipal Board Appeal – Zoning By-law Amendment No. Z08-15 - Kansun

                                                                        Carried.

NOW THEREFORE BE IT RESOLVED that the Planning and Building Committee move out of a CLOSED MEETING at 11:26 a.m.

            Official Plan Review – Summary of Provincial Comments

Cale Henderson and Greg Corbett reviewed the summary of provincial comments.  The Committee was in agreement with the recommendations.

The Committee recessed for lunch at 12:20 p.m.

4.         PUBLIC WORKS

            PAB Nursing Station/Ambulance Base

Mike Kearns provided an update on the Nursing Station/Ambulance Base, reporting that the outstanding interior deficiencies have been addressed.  Mr. Kearns reported on the concerns with the floor in the ambulance bay.

            Helipad Discussions

Councillor Lundy reported that EMS is considering searching for a location for a helipad for island emergencies.

            PAB Community Centre Air Conditioning

Councillor Lundy requested an update on the engineers report on the HVAC at the Community Centre.  Staff were directed to follow up and report back.

           Electrical Safety Authority inspection findings

Mike Kearns reported that only minor issues were discovered during the recent inspection, which can easily be brought up to code.

           General maintenance and construction schedule updates

Councillor Andrews reported that he has received a number of complaints regarding the condition of North Shore South Shore Roads.  Mike Kearns reported that both roads are scheduled to be resurfaced in late August to September.  The Committee discussed the drainage concerns in the area known as Bishops Corner and directed staff to get an agreement with the owner so the work can proceed on schedule.

5.         HUMAN RESOURCES

NOW THEREFORE BE IT RESOLVED that the Human Resources Committee move into a CLOSED MEETING at 2:21 p.m., pursuant to Section 239(2)(b) of the Municipal Act, 2001,S.O. 2001, c.25, as amended, to deal with personal matters about an identifiable individual, including municipal or local board employees.

                    i)          Human Resource Matters

NOW THEREFORE BE IT RESOLVED that the Human Resources Committee move out of a CLOSED MEETING at 4:45 p.m.
